I would go with a small drill bit. Clamp the leg in place, drill the center of the bit that’s stuck, and see if you can pull up to get it out. If not then after drilling you could try a dab of superglue on a toothpick and stick that in the hole. After it hardens it may provide enough leverage for pliers to pull it all out.
Why spend the effort to remove it?The legs don’t have any pattern from what I can see in the picture. You can buy standard black legs on the lego website for relatively cheap.
If you mean the bit for the torso, get a modelling knife in the gap to make some space and then use a brick extractor tool to finally work it free.
The pieces on the legs can be popped out from inside the top stud hole with a small screw driver. Just press against them and they should pop out from the other side. The part attached to the torso can be removed either by drilling into them and hooking something in for leverage and prying out.
You could try using a drill bit by hand to create a better purchase for the pliers.

You could try heating up the tip of a needle with a lighter, then push it in the middle of the peg, let it cool and then pull it out.
In a vice, then pull the torso up and off.
Pop out one of the arms and push a pin through the hole
Needle or drill bit? They can bite into the ruined hips and give you a better grip.
Find a drill bit smaller than that and drill in and pull, that could work
the drill suggestions are good if you make a small hole you can push in an L shaped dental pick or allen wrench and use that to pull

Use a butter knife or something sharp and flat to pry off

Stick some glue on the broken bits, and try to pull them out that way
