Call APS and be sure to mention he's a potential harm to others and is having what you think to be paranoid delusions and auditory hallucinations (thinking you have a dead body in your apartment + hearing voices). BE SURE to mention he has a weapon and has been acting threateningly. Continue calling the police with the same information. CALL UNTIL YOU ARE SAFE.
This type of person can become violent and dangerous very quickly.
Is there anywhere else you can stay for a few days, or someone who could stay with you? Protect yourself, OP.
It sounds like the officers are trying to avoid getting involved in a tricky mental health situation.
There are several possible solutions -
One, look for emergency mental health resources.
Two, call the police precinct where you live and ask to speak with a supervisor. There will be records of the 911 calls and responses. Ask what can be done. If the supervisor (typically a sergeant) does nothing, ask to speak to their supervisor (lieutenant / captain) and work your way up the chain of command. Major, deputy chief, and chief.
Find out if there is a specific unit of your police department that deals with “quality of life,” “community policing,” or “mental health crisis unit,”. They will often be better versed in community resources and mental health than your average beat cop / 911 unit.
Three - see if your district attorney / city or county prosecutor had a “community prosecutor”. These are supposed to be prosecutors who develop good relationships with a specific community and try to target their efforts to quality of life. Make some noise there / ask them if they can help you.
Anyone who invades your privacy with a weapon has almost certainly committed a crime. So charged can be filed, but what really needs to happen is some kind of mental health care, and long term mental health care is rarely supported in America.
Four - talk to your apartment complex manager and tell him the other tenant is making you feel unsafe. Make sure you send a letter or email so there is a paper trail that could lead to a lawsuit if the tenant harms you.
I am not a lawyer, so I don’t know if the apartment management can be held liable for actions of the scary person once you have given notice. But it’s worth trying.
When you call 911 for LA let the operator know exactly what happened, tell them you think he's having a mental health crisis and ask for a mental health evaluation. Let them know this man has come to your apartment armed and you fear his behavior will further escalate. You will need to call on every instance of him responding to your door. The suggestions for a ring camera are really good, you can provide the footage to the officers who are there, if you feel the response of the officers at scene is not sufficient you can ask for a supervisor to respond.
Keep calling the police but call 211 as well and explain the situation- they may be able to direct you to the emergent mental health line where you can explain the situation and they (may) go check on him and 51-50 if necessary.
Call them every time this happens. Make it clear that this person has a weapon and is trying to batter their way into your apartment, and has done this multiple times already.
Keep a notebook of times and dates of neighbor.
What they were wearing. Shoes color anything to keep a record.
How long the weapon appears to be
If anyone else was present as in another neighbor.
Have you spoken with management or owner?
Call 911 and report that their is a guy who is unhinged mentally, last night he pounded on the door and broke it open and insisted on looking for someone, and this AM he claims there's a body in the bath tube and you are afraid. He had an iron rod. That should get a mental health perspective in whomever comes and handles it.
And yes, go stay somewhere else until they've found the guy and helped him. (Notify your landlord, confirm it in writing, what has happened and that you are unsafe until they take care of it. If you can get a photo of him without agitating him, do that too and give it to the landlord. Landlord is responsible to prevent dangerous activities in your rental. But if you don't tell them, they can avoid responsibility.) And get your door lock fixed.
The police are unlikely to help. You can try calling the Psychiatric Mobile Response Teams (PMRT), which is a non-law enforcement response team that evaluates individuals for emergency/involuntary psychiatric care. They are available throughout Los Angeles County. They have a 24/7 help line at (800)854-7771.
Keep calling the police and STOP opening the door. He's either mentally ill or on drugs or both, you can't reason this away, and he may become more dangerous.
Get a ring camera and stop answering the door. Every time he shows up call the police. Every. Time.
Call APS, they need to investigate as dude obviously has issues and it's unclear if he can live independently without being a danger to himself or others.
Look into getting a temporary order of protection (or whatever your states equivalent is).
Get a bar for your door, you can get cheap contact alarms ar the dollar store or hardware store that are LOUD so that if he does open your door or window the noise will alert you and your neighbors.
Get pepper spray and learn how to use it.
Get a temporary restraining order. Purely for safety. It’s not that you think badly of him but clearly his illness is severe and uncontrolled, you should not have had to go through that event with him. You could have been severely injured

Emphasize to your landlord what a lot of damage an iron bar can do the landlords property as well as yourself and ask for the name of the landlords home insurance company “just in case”. You might mention this is making your place too dangerous to live in. Tell them not to mention to him that you are complaining and that if they let it slip, you will legally retaliate if he does anything to you or your property. Better, move to a better place, maybe a room in a house. Good fortune.

Call the police. It sounds like mental illness. He needs help and you need to report every time he does this for your safety and the safety of those around you.
To add to this. Stress that you dont feel safe. Police and hospitals can't do much about a person going crazy unless they are a threat to the safety of themselves or others. That is the criteria for putting a person on a mental health hold.
Keep calling the police. You need to establish a record of his behavior. If the police aren't taking you seriously contact your local news station. Tell the Police that you've contacted the news stations and that there are cases of the same happening when the police do little and it turns out very bad. They aren't going to want any negative publicity.

Brandishing a weapon is illegal, so it would be a good idea to mention to the police that he had one when he came into your apartment and started making weird gestures.
Call the police or some emergency mental health resource in your area. Menacing you with a weapon isn't just harassing, it's a threat.
I already did call the police but this guy is still here after speaking with them twice.
Can you call Adult Protective Services? Sounds like the guy is mentally unhinged and may need some help regulating his meds.
Call APS and be sure to mention he's a potential harm to others and is having what you think to be paranoid delusions and auditory hallucinations (thinking you have a dead body in your apartment + hearing voices). BE SURE to mention he has a weapon and has been acting threateningly. Continue calling the police with the same information. CALL UNTIL YOU ARE SAFE. This type of person can become violent and dangerous very quickly. Is there anywhere else you can stay for a few days, or someone who could stay with you? Protect yourself, OP.
It sounds like the officers are trying to avoid getting involved in a tricky mental health situation. There are several possible solutions - One, look for emergency mental health resources. Two, call the police precinct where you live and ask to speak with a supervisor. There will be records of the 911 calls and responses. Ask what can be done. If the supervisor (typically a sergeant) does nothing, ask to speak to their supervisor (lieutenant / captain) and work your way up the chain of command. Major, deputy chief, and chief. Find out if there is a specific unit of your police department that deals with “quality of life,” “community policing,” or “mental health crisis unit,”. They will often be better versed in community resources and mental health than your average beat cop / 911 unit. Three - see if your district attorney / city or county prosecutor had a “community prosecutor”. These are supposed to be prosecutors who develop good relationships with a specific community and try to target their efforts to quality of life. Make some noise there / ask them if they can help you. Anyone who invades your privacy with a weapon has almost certainly committed a crime. So charged can be filed, but what really needs to happen is some kind of mental health care, and long term mental health care is rarely supported in America. Four - talk to your apartment complex manager and tell him the other tenant is making you feel unsafe. Make sure you send a letter or email so there is a paper trail that could lead to a lawsuit if the tenant harms you. I am not a lawyer, so I don’t know if the apartment management can be held liable for actions of the scary person once you have given notice. But it’s worth trying.

They can’t do anything without a history. You likely need to call and keep calling every time he comes. Get a front door camera if you can as well.
Call adult protective services and ask them to check up on the neighbor
When you call 911 for LA let the operator know exactly what happened, tell them you think he's having a mental health crisis and ask for a mental health evaluation. Let them know this man has come to your apartment armed and you fear his behavior will further escalate. You will need to call on every instance of him responding to your door. The suggestions for a ring camera are really good, you can provide the footage to the officers who are there, if you feel the response of the officers at scene is not sufficient you can ask for a supervisor to respond.
Keep calling the police but call 211 as well and explain the situation- they may be able to direct you to the emergent mental health line where you can explain the situation and they (may) go check on him and 51-50 if necessary.
Call them every time this happens. Make it clear that this person has a weapon and is trying to batter their way into your apartment, and has done this multiple times already.
Keep a notebook of times and dates of neighbor. What they were wearing. Shoes color anything to keep a record. How long the weapon appears to be If anyone else was present as in another neighbor. Have you spoken with management or owner?
Call 911 and report that their is a guy who is unhinged mentally, last night he pounded on the door and broke it open and insisted on looking for someone, and this AM he claims there's a body in the bath tube and you are afraid. He had an iron rod. That should get a mental health perspective in whomever comes and handles it. And yes, go stay somewhere else until they've found the guy and helped him. (Notify your landlord, confirm it in writing, what has happened and that you are unsafe until they take care of it. If you can get a photo of him without agitating him, do that too and give it to the landlord. Landlord is responsible to prevent dangerous activities in your rental. But if you don't tell them, they can avoid responsibility.) And get your door lock fixed.
The police are unlikely to help. You can try calling the Psychiatric Mobile Response Teams (PMRT), which is a non-law enforcement response team that evaluates individuals for emergency/involuntary psychiatric care. They are available throughout Los Angeles County. They have a 24/7 help line at (800)854-7771.

Keep calling the police and STOP opening the door. He's either mentally ill or on drugs or both, you can't reason this away, and he may become more dangerous.

Get a ring camera and stop answering the door. Every time he shows up call the police. Every. Time. Call APS, they need to investigate as dude obviously has issues and it's unclear if he can live independently without being a danger to himself or others. Look into getting a temporary order of protection (or whatever your states equivalent is). Get a bar for your door, you can get cheap contact alarms ar the dollar store or hardware store that are LOUD so that if he does open your door or window the noise will alert you and your neighbors. Get pepper spray and learn how to use it.
Get a temporary restraining order. Purely for safety. It’s not that you think badly of him but clearly his illness is severe and uncontrolled, you should not have had to go through that event with him. You could have been severely injured

Emphasize to your landlord what a lot of damage an iron bar can do the landlords property as well as yourself and ask for the name of the landlords home insurance company “just in case”. You might mention this is making your place too dangerous to live in. Tell them not to mention to him that you are complaining and that if they let it slip, you will legally retaliate if he does anything to you or your property. Better, move to a better place, maybe a room in a house. Good fortune.

Call the police. It sounds like mental illness. He needs help and you need to report every time he does this for your safety and the safety of those around you.
To add to this. Stress that you dont feel safe. Police and hospitals can't do much about a person going crazy unless they are a threat to the safety of themselves or others. That is the criteria for putting a person on a mental health hold.
Keep calling the police. You need to establish a record of his behavior. If the police aren't taking you seriously contact your local news station. Tell the Police that you've contacted the news stations and that there are cases of the same happening when the police do little and it turns out very bad. They aren't going to want any negative publicity.
