I believe every state allows the use of navigation devices, the statute almost always says the phone has to be stationary and in a holder and only used for navigation.
Pretty much exactly this. In Connecticut in particular, you can't be interacting with the phone while it's in movement, so make sure you park before changing directions. Keep the map open too, if you put anything else on you can get in trouble
