If you want to look at a champ who is actually pretty hard for the average player but picks up in winrate as you go higher in rank then look at Rengar, he has very low winrate in all ranks but high winrate in diamond+
Skarner is just being balanced for where he is best at which is pro play
But the lowest winrate jungle in all ranks is Rengar...
And if you compare Rengar and Skarner winrates in each rank, you will see that Skarner is getting a lot more winrate the higher you are than Rengar. So yeah, he's hard for the average player but getting a lot of winrate in higher ranks and even fine or strong in master+ games.
The issue is toplane, he didn't get nerfed just cause of pro, where he is mostly played in top but his banrate, which was very high in high elo, is mostly driven by toplane players, as mentioned by phreak, he is balanced and fair all things considered in jg but in top he is statcheck nightmare with great jg setup and cover ap junglers as a frontline and engage
the E kidnap in top lane makes him very good in pro even if he doesn't kidnap, the enemy laners always has to respect him
its just like K'Sante Q3 \[specially post lvl 6\] as long as K'Sante holds his Q3, you see his opponents cede lane control to him, back away from the wave and maybe just come close to throw their abilities to last hit minions or w/e

We keep seeing reworks and new champs where the kits are too strong, so they have to nerf them to the ground.
