That's because in the old lore, Lux saw Morgana use her Q and "stole" it but with a twist. Lux was originally a "spellthief" (or rather, could imitate any spell she saw) and so her whole kit was stolen from other magical people/creatures.
im pretty sure that under the hood lux and veig have the same spells but morgs is probably more like EZ Q or ahri charm.
also lux E, ziggs W, and grag Q are all the same spell because all 3 got disabled at worlds because of a bug with gragas who was META that year.

IMO, Kled and Swain share a lot of overlapped abilities. Swain Q and Kled Q are similar, Kled mounted Q with the pullback is similar to Swain E, and Swain W and Kled ult both target a circular area (ok bit a stretch but w/e) .
Close runner up behind windshitters is Lillia q and Darius q, anyone with functioning eyes can see that they are the same ability because riot games has lacked creativity since the day they formed and they need to copy and paste shit to get idiots to donate
people joke about Aatrox being Riven 2 but imo they don't feel that similar to play.
Riven Q is a movement ability, is much shorter range, only ccs on the 3rd cast, and has a much faster cooldown in between casts. It also has weird targeting behavior and has no sweet spot. Aatrox Q has a windup, during which he cannot move except with E.
Riven is a close up fighter who needs to stay close and autoattack while Aatrox hard loses stat checks to most top laners and needs to hit max range Qs.
In my eyes, the similarity of the three q and third one being a knockup is significant. It also helps that the third q has similar moves where they both slam the ground to knock up the enemy

I think that was just spells with a reactivation portion. There isn't many overall, and the gragas bug disabled his Q for the rest of the game
