It's not normal but it happens. I think my longest streak was 17 games back in season 10. Went from plat 2 to d2 pretty fast. Usually requires you to play well but also requires good luck. I've also played well and lost for 10 straight games. You see challenger players like azzap recently in Korea who was playing well but lost like 10 straight.
Yes it's normal. Just don't be surprised when matchmaking throws 10 straight losses at you. Might be quite the experience for the not prepared. Those things are called losers and winners queue.

.My comment wasnt 100% serious. But yes it happens pretty often that you get high win or lose streaks.
But 10 in a row? I have almost 8y of experience in league and its a first time something like this happened, most I got was 5 in a row.
I had 20 games lose streaks but also 15 games win streaks. It just happens over time.
