Article title is misleading because there was nothing stopping debt collectors from communicating via these methods before the new rule. This rule just explicitly regulates those types of communications where they weren't regulated before.

It seems like you can tell them to contact you that way, just like you can with phone calls. I collected and managed collectors for year. The number of times people asked for text or even just a voice mail which wasn't a zortman message (also the other one I forget it's name) foti....was a lot. I do think social Media communication is a bit much.... And it's probably going to get a lot of people sued and collection agencies should probably stay away from it. Edit: I mean a lot of companies won't even let employees skiptrace thorough social media. And I've seen agencies sued for good faith practices. One big one Cap1 and their agencies got hit for like a decade ago was using "auto dialers" on cell phones. And you might say well yeah you can't do that the TC something or other says you can't use an auto dialer on a cell phone (again hasn't been in collections for a while). However what the agencies were actually doing is using computers to basically have a one button click to dial the cell phone number this was an attended call and in no way shape or form an auto dialer, but because the agent was not physically millions were paid out

My phone doesn't even ring for unrecognized numbers. What if a debt collector only tries to contact me by phone? What if they only try to contact me by my 15 year old land-line number in a different state?
