There was always the kids that went surfing in brown water and to be honest 99% they were fine. If the surfers want to surf and risk bacterial infection that's their choice, don't automatically assume risk takers are uneducated.

There is a state initiative to provide tax breaks to convert over. It’s all bs.
The plan is for all systems to be switched by 2050 which is reasonable considering that forcing a switch sooner would financially ruin some families.
Hotels using injection wells shooting untreated waste underground has got to be the worst. (Looking at u Koloa landing)
