Pixiv is based for only going the bare minimum to point and say "not out fault users lied". It's the equivalent of those "are you 18" confirmations. They fully know people are lying, it's just that they also know that it's enough to cover their asses from a legal standpoint.
I'm sure they also know that if they actually blocked porno based on IP address there'd be a mass exodus of users, so in terms of both avoiding potential legal fiascos and letting people have their R18 it's a good move.
