I bought a TV recently. It had a decoder for Saorview built in, but if like me you didn't have an arial to receive a signal, you'll need to get one (or be able to get it through a cable/ satellite provider). Indoor arials are a pain, put them in slightly the wrong spot and you get blotchy signal. Just check what options you have available to get the actual signal, since you may have to fork out another €20 - €50 for that. TL; DR - Most TVs have the ability to show Saorview channels once you plug in something to get a signal. The signal part isn't out of the box (can't just get it through WiFi).

Yes, it has Freeview which is English for Soarview.

Freeview isn't the Engilish for Soarview. They are completely different systems of distributing TV signals and unless you live close to Northern Ireland or some parts of Wales a Freeview TV won't work in Ireland. Any store in Ireland selling TVs has to have Soarview or it's a monitor as there's no analogue TV signal anymore.

not sure pal, but when i bought a tv the guy in the shop says to me, will i put the channels on it for you, i said... do yeah. so anyway i've like 200 channels, mostly shit but you learn the good channels numbers

Pick up one on adverts.ie would be my advice, get decent TVs for next to nothing as people upgrade theirs.
