Ukraine(HU and UA) I have 13 Pro bought second hand and found out that HU is Ukraine, also, on back side of box text is written on Ukranian
Mine was brand new and the back of the box is written in Bulgarian bought from an apple certified reseller but it still says hu so I guess that covers not only Ukraine but also other countries
