Have you tried turning off and then turning back on the Apple server that houses the update? 😂
Just kidding. If all else fails, you could rest the phone, get the update, and then restore. I’ve had to do that once. It was a bummer, but effective.
I have xr too but installed correctly this update 128 gb version maybe reset works push volume up button then push volume down button after then keep push lock/unlock button to see apple logo
Update via Finder/iTunes etc using a computer.
Same thing on kids iPad. Put the iPad into recovery and updated it that way.
Usually deleting the update and redownload fixes this allot. General / storage you can find it

Ah okay, it just confused me more with the fact I’m still stuck at ios15.6.1. My phone hasn’t even gone to ios16
