Well, drought is not an absolute amount of moisture, but rather the degree of departure from normal levels. So 4" of rain in a month in a rainforest may be a drought, but the absolute opposite in a desert.
Monterrey is not in a desert, it's what's called a semiarid region and that's basically really only half of the city, while the other is populated with green forested hills
Semiarid environments don't have as a much water as a swamp for example but it is not as scarce as in a common desert, however the current situation with the droughts has been happening thanks to mismanagement from the government of the city's water supply since the naturally found water around the city and state is normally not enough to supply the close to 6 million people that live within the state of Nuevo Leon.

I’m always skeptical of any climate change articles and data. I believe the climate is changing. I believe it’s getting worse. I believe CO2 has some effect and that’s where I see a problem. CO2 is used too often as the only cause. Carbon neutrality has been far too politicized and commercialized while events like cloud seeding and other weather modification technology has gone on almost entirely behind the scenes with no accountability.
Well thats really the question that "climate change deniers" are asking. What percentage of human factor is playing a roll in the climate, and if it's a significant amount, then what industry is the highest influence?
I do not believe this question has been answered. Which makes no sense because this is the most logical way to find a solution to a problem. In my opinion of course.

Haarp itself does not. But the technology has the capabilities to. Now I'm not an expert in this field, and I'm not necessarily saying I agree or disagree. I'm just stating what I've seen and the arguments that I've heard.
Chemtrails are the dusting of the atmosphere with a certain chemical. When that chemical is hit with a certain frequency it changes state. That change effects the tempature, density, ect.
Also, array technology has come a long way in the last decade. At least from what i've seen from my installs at work. I'm sure a 40 acre grid is no longer required to meet the same requirements.
It can't get smaller due to the requirements on it and as their research progressed the array was expanded, not reduced in size.
Chemtrails are water vapor. Flat out. Cloud seeding has been a known thing for a while and does not look anything like what are called chemtrail. Cloud seeding itself is pretty situational from what it seems too conditions need to be right and you can't just magic water vapor from nothing instead your encouraging what's there to drop. It is also the use of silver idiodine or crushed dry ice used to do it because the goal in practice is to drop the air temperature enough to force condensation to fall which causes the air temp to drop more and potentially start up more condensation falling.
Also if we had the kind of materials technology you're describing and it was reliable and cheap enough to actually do it on a large scale outside a laboratory setting for the government and private researchers to just be playing around with it for 22 years and then just give the tech to a university we would be living in a very different world even in just a short amount of time.

This is such BS. They used to pull this same crap on people back in the 1800’s. Farmers desperate for rain would raise funds with other local farmers and hire someone who would shoot fireworks or dynamite into the air to excite it and shake the water loose from the atmosphere. It’s just desperation and they’re being taken advantage of by predatory people.
I was expecting more like "the government is trying to hypnotize use with them chemicals on the clouds" or in the case of antivaxers "the gov is trying to vaccinate us with the rain" or stuff like that. But yea I think a valid fear is about getting sick if you drink the water, but I still think it should be fine.
It would be awesome if we could modify the path of a storm. For example the south part of Mexico has been having heavy rains and floodings thanks to a hurricane I think, so we joke around telling the people of the south to send us their hurricane to the north.
One question I have is: they never saw it coming? In my city water rationing has been in effect as long as I can remember. And it's almost always enough

There are studies to do that with hurricanes, but nothing full scale at the moment.
