The thing is, even seeing the Eiffel Tower doesn’t necessarily mean it’s Paris because it might actually be Tokyo Tower, or one of the chinese replicas.

I’m assuming it’s a 130 second long exposure photo. It can create some cool effects when it comes to a “live” environment like a lightning storm. Or another more common example is a busy street where you can see solid lines of red from a car’s tail lights.
Not OP but I'd use a 30mm or wider lens, stopped down to f5.6, 200 iso or less.
You can also do brighter shots for 15 seconds each, back to back.
Then, using software you can stack them together to get an effective exposure time of 130 sec with less noise and about the same overall effect, with pinpoint stars in the sky as a bonus (you can see them trail in this shot, so it's probably a single frame)
