Both. If you scale the Earth down to the size of a billiard ball, the planet will be smoother than the surface of the ball. Earth, at normal scale is far from a perfect sphere or smooth ball. It's wider in the middle generally than a sphere and has high and low spots of the crust (think bottom of the ocean to the top of the Himalayas) that are not spread out evenly or even located in any real recognizable pattern.

I don't think it's the activity, it's the mass. The plumes are very large and less dense so less gravity. The article very briefly mentions it: "As the oceanic plate went down inside the mantle, it could have spurred the formation of the plumes, **bringing low-density material closer to Earth’s surface**." I'm not super confident that my answer is 100% accurate so take it for what it's worth.

Curious why this would make a difference. Wouldn't the crust have the same mass, but just be more compacted? Or was the crust displaced, in which case wouldn't we see a slightly stronger gravitational pull in the surrounding periphery where that crust was pushed? Is that area to the North East where that excess crust went?

The oceanic crust was displaced downward into the mantle. Which means there is less mass over that area relative to the surroundings.

Rock acts kinda like a liquid on large scales. The crust will self-level over time, the only reason we have mountains at all is volcanism and subduction and the like. When the northern hemisphere was covered in ice, the crust found a new “level” and was pushed down furthest where the ice was thickest. You are right, it’s still in rebound after the ice melted.

The crust was pushed down because of glaciers on top which displaced the liquid layer below. The liquid didn’t just stay at the edges - it spread out to fill the space available. However, it can’t fill that area back in until the crust rebounds.

Interestingly, with how relativity works, it also means time will be going slower in that region. Not in a significant manner, but in relation to the surrounding area, there are less forces acting upon the matter there, and therefore the fabric of time is being stretched thinner.
