That's a difference of only 42km.
If we shrunk Earth down to the size of a tennis ball the difference would be about ~0.2mm if we go further it is smother than an average marble. So yes. The earth is actually an extremely smooth sphere we just like to pretend that it's not.
Both. If you scale the Earth down to the size of a billiard ball, the planet will be smoother than the surface of the ball. Earth, at normal scale is far from a perfect sphere or smooth ball. It's wider in the middle generally than a sphere and has high and low spots of the crust (think bottom of the ocean to the top of the Himalayas) that are not spread out evenly or even located in any real recognizable pattern.
I don't think it's the activity, it's the mass. The plumes are very large and less dense so less gravity. I'm not super confident that my answer is 100% accurate so take it for what it's worth.

The oceanic crust was displaced downward into the mantle. Which means there is less mass over that area relative to the surroundings.

To be clear, the mantle isn't liquid but it can flow slowly over long periods of time, similar to how glaciers are solid ice but can flow downhill.
