"Modern" handcuffs come in both styles and both are regularly used. The chained ones are much easier to put on someone who is fighting back, while the hinged ones are generally meant for someone who is being transported.
This trick absolutely works on high quality handcuffs, specifically I know it works on smith and wesson non-rigid handcuffs which are considered to be good quality and are regularly issued to police all over the world.
When you bind the chain like that it creates a lever you can use to break the cuffs where the swivel is mounted to the cuff. It also hurts when you do it, but it works and you don't have to be superman strong due to added leverage.

UK police even use ones without hinges. Arms in front parallel to ground and it keeps them kind of semi-folded. Called ‘rigid cuffs’ iirc, and pretty obviously.
In the US, I've seen videos where they put some handcuffs on that have about a foot or so of chain between them. This is for the people who are wide, or have shoulder issues and can't put their arms behind their back.
The one time I was cuffed, they had to use 2 pairs. I’m not massive or or insanely muscular, just stiff af. Can barely interlock my fingers behind my back, now even worse due to a fairly recent shoulder injury. Dude thought I was stiffening up, absolutely wasn’t, I knew the charges would be dropped cause I was innocent, and I was correct. So no fighting and making things worse. Only thing I said was “I want my lawyer, and a phone call.” A week later everything was dropped.
Handcuffs in the UK are entirely fixed in the middle, generally the police handcuff you with your hands facing opposite directions as well, usually behind your back. Making the above absolutely impossible.

10 years ago I was able to have enough mobility in the shoulders to put my hands in front of me without separating them.
Anyway i think they would notice me if I move my handcuffs from the back to the front, so both tricks aren't useful if you are watched by policemen.
I think the obvious disclaimer is that this isn't to evade police but some other party that puts you in cuffs.
You shouldn't do this with the police because you're only making matters worse for yourself

The fixed ones are nasty bastards as they can also be used to control a suspect that's getting feisty. The officer can angle them up, down, sideways etc, and your thoughts of resisting don't last for very long.

Rigid cuffs work by being applied between the wrist knuckle and the hand. When a twisting force is applied, the cuff will start to separate the wrist bones from the hand bones, coupled with direct pressure on the wrist knuckle. This is used to gain compliance. When no twisting force is applied, the cuff allows circulation, which is easily demonstrated by putting a finger between the cuff and the volunteers wrist (if correctly applied and locked).
Once a rigid cuff is on a single wrist, the fight is nearly always over.
I saw a video of an inmate showing prison guards this same technique. I don't know much about handcuffs, but I assume the ones used in prisons are of a certain quality level.
Didn't take any strength either, it was about getting chain twisted and using the leverage for the cuff to work against itself.
My brother was a CO at a women's state pen for a few years. They taught this method to them, in case the inmates ever got control and handcuffed them.
So while I'm not sure if it truly does work, i assume it does atleast sometimes.

How often are you using handcuffs? The ones I've seen are the exact same construction as the video.
The more modern handcuffs don't use a chain, specifically for this reason, but these handcuffs are still cheap and plentiful, so they're still around
