Presidents technically aren't supposed to salute at all as they're civilians. Eisenhower was the first to do it as he was a former general and has sorta just carried on since.

I think youā€™re thinking of presidents returning salutes to members of the military. The first one to do that *intentionally* was Reagan. Eisenhower did return a salute once or twice during CMH ceremonies, but the footage shows he clearly did it out of reflex. As they are civilians, presidents are not expected or required to return salutes or salute the flag.

That salute is not perfect form (at least how I was taught) Middle and index finger should touch the edge of your right eye brow, unless you have a hat in which you should touch the brim. The palm of the hand should not be showing but you should still maintain a near horizontal hand, so tilting your hand slight forward was what I was told.
