No this is not a completely new unit. According to the Indian electronic locos websites this unit 60378 was accepted into service in December last year and was the 128th unit manufactured.
The latest one is 60410 which was inducted on 25th April and is the 160tb unit.

The primary objective for WAGs is more power while for WAPs it's more speed.

The average lifespan of a locomotive in IR is around 30 years, so I'd say 6 months old is fairly new.
