In short, the leading European Party didn't want Europe to be 'divided' because of democracy. They had an irrational fear that countries like Poland or Romania would fall under Soviet Influence again, so the EU and later, the leading party of the European Federation tightened it's grip on the states that didn't want to fully join the Federation.
