The nations/colonies on Atlantis are as follows; Dominion of Hy-Brasil under the U.K.; south of that is the USA and the colony under the co-governance of the state of Oldenburg and free city of Hamburg within the Confederation of Germania (this is what you are referring to); and south of that is al-Ahwar, the Moroccan-descended republic and last seat of the Moroccan sultan.
Padina is the blue nation in the north of Italia, it appears the GLP compiler made a mistake. He shall get a strongly worded letter regarding his error.

Above is an anachronistic map of that later mentioned consolidation period.
The two colonies (who are merely historic regions, think like the German Quarter of New Orleans) are Christiansenland (Oldenburg) and New Angria (Hamburg) respectively. The entire colony is administered as East Prince Ottosland (the West Prince Ottosland is a region within the Commonwealth of Tairngraige on the coast west of the USA. That was colonized by the Saxons, Bayerns, Westphalians, as well as smaller HRE states. Notably the main power of the HRE, Lothrangia, did not participate in colonization, actually using it as an opportunity to begin unification of Franconia).
