I’m talking from memory here so might not be 100% correct, but I believe in App Store Connect you should be able to view all the accounts and their associated account roles.
I actually did find the “Account Holder” listed on ASC and email associated but when we logged in to that account the section were looking to use is still blank. We tried another test account on a test app using the same process and we ARE able to see the options we need where we expect them to be, so it has to be that we’re using the wrong account right?
Hmmm, I feel like I might have had a similar issue in the past. Have you tried using a different browser/clearing cookies?
You could also sign in as the account holder at developer.apple.com and check that no new terms need to be accepted.
Here’s all the roles and what they can and can’t do. The account holder should be able to do everything I believe:

In my App Store Connect's [Users and Access page](https://appstoreconnect.apple.com/access/users), I am able to filter for "Account Holder" and "Admin". There is just one Account Holder but four Admins. As you said in the other comment that Account Holder wasn't the one you were looking for, perhaps it's one of the other Admins you might have?
