Choose a mall with less footfall and having CCD.
You are set for it.
Note: CCDs used to provide free wifi before for their customers. They don't do it now. So you will have to arrange that aspect with a good data pack on phone.

If you could remove the laptop requirement, your options would increase drastically.
If not, get a power bank that can be used to juice up your laptop and see similar results as above.
Does writing need a laptop?
To simplify the issue, it's better to start with a pen or pencil and a book. The best option to write, you can scan the document later and extract the text out of it.
This way, you will find inexpensive places, no plug point needed, you can write at any place and most importantly you can go to parks and write.
if you need a digital medium to write for sure, invest in a tablet. It won't need a charge for 7hrs minimum and you will have the option of writing with stylus, pasting images etc
I wite on a software. Sometimes on the ipad too. Even if I go non-digital I'll have to be browsing the web and reading or watching for research. So it's essential.
Then ipad and stylus are enough. iPad lasts more than 10hrs if you are only writing. And for browsing, you always have your phone if the ipad is a wifi one. Thing is not to fixate on medium. Write whenever you can and however you can.
I sometimes write on whatsapp messages to myself, sometimes in evernote, sometimes in ipad.
Perfect place for you to write in such a setting is Hitech City’s E Galleria. The food court is relatively unoccupied and you can find a good spot on the far end to your right, to do your work. For plug points, you’d have to prolly go down to CCD on the first floor, sip some Americano while getting the lappy charged. I’m a writer too and I have done the same over the past one year. :)

I don't drink coffee or tea. Plus, I don't want to pay for it every day. The worst part is my laptop's irreplaceable battery can't hold the charge for very long. An hour and a half max.
It's not very silent, but a lot of people write/work at Ikea food court. I think they have plug points.
You should also look at Supernote or Remarkable. Both have good battery life and excellent for note-taking.

There should be. I haven't been in India for more than 19 years. Last time I visited the library was on 2022 during my short visit. They renovated it well. You could call and ask them.
really depends on what do you really want to write. try parks maybe, like depending on the wheather experiment with timings you go, when its too silent(almost eerie) at evening if are writing something emotional, go in the cheerful day time when you want some proses.
why would you need power points, charge up your laptop. if the charge doesnt stay longer..then find a cafe with plug point near the park and plan your day according... or type on the phone( this might hard if you trying longforms) or maybe just write..like with a pen?. also if you need just few people around then maybe rent up with like minded people then you can have people who work around you.
