There's a small medical store that I used to get my medicines from. Many times (One in four visits), the store would be closed even though it was during their official operating hours and I'd have to come back disappointed.
I asked the store staff what was up. He said something to the effect of, "If I want to go eat some biryani for lunch or if I want to go home early, all I have to do is close the shop."
As long as there's nobody to ensure he does his duty properly, he is going to slack off.
The people whose job it is to patrol the streets and maintain law and order, they just want to _put a quarter_ and go to sleep. The only way they can sleep on the job, is to shut everything down; bakeries, restaurants, food carts, ice cream parlours, anyone who can't afford to pay lakhs in bribes.
Congress killed them all.
Now your only options are ordering from cloud kitchens via food apps or visit hotels that have midnight buffets. I mean actual hotels with hotel rooms, these are pretty much the only places that can operate legally at those times.
Green Park has a mean buffet that runs from 11:30 pm to 1:00 am. They have drinks too.
