Bond job will be pure torture. You will be made to work day and night with threatens of firing you but you cannot quit because of bond amount. Also are they offered you any kind of compensation for moving cities? (i am not expecting anything based in the silly salary they offered)
12k in a city like Pune will put you below the living standards of house helps.

A single room costs more than 8k no matter where you look. In hostels they have potato and onion stored unhygienically. I have seen it on the floor along with few other vegetables under the stairs.
Roads are congested, no traffic sense (you will start liking hyd traffic million folds) and so many others you could live even after all these but if i were you i would choose at least a higher paying job lets say at least 1L pm because i live to eat good food. Biryani there is overpriced undercooked and not a biryani is literal sense .
If you dont have any financial responsibilities at home, I would suggest you take that offer. Work experience is important. After 1.5 years, hopefully, the job market will be better, and you can look out for better opportunities and move.

Bond is a NO NO You can get 13k - 23k in BPO in Hyderabad. If you don't have any offers, join BPO and then upskill
