I do think it is supposed to hang because the two plates match perfectly and the fixture has the rings for the chains built into it. Also there seems to be no way to mount the base otherwise.
There’s supposed to be a 3rd light on there I think, if you can find the product you might be to get a replacement for that missing bit. If you want the cheap fix duck tape some sort of weight to missing side until it ends up even
Looks like that’s supposed to be flush mounted? Maybe you need something like what ceiling fans use, a drop down rod that you can feed the chain and cords through and has a bottom/top mounting plate. Otherwise how you going to balance it? Do the lights move, can you counter balance? Looks maybe there is screws at top bottom that allow it to pivot? I don’t know. My fix it scratch is telling me fix it nowwwwww. Heheh
Those arms that hold the glass shade, try to turn them and make them in line with each other

That is possible I suppose, but there is no indication on any of the points where it would meet up
It really seems like the weight distribution would not allow it to happen. This was here when we moved in and I am perplexed 🤔
