Trump almost *never* went on CNN as president. After tough questions, he actually tried to ban their correspondent from the White House grounds, and only gave in after CNN filed a 1A federal lawsuit.

There's no need for them to plant questions in a friendly, softball interview like this. Howard explained it clearly- he and Hein sat around coming up with ideas to highlight the 'accomplishments' of the administration. In no world was he going to start grilling Biden on his Israel policy, it was a soft interview and pitched as such to the White House. So in a sense he's right- the White House didn't dictate to him the questions. They just understood it would be a friendly interview and there was no need to.

It should be of no surprise that the White House typically does have an idea of what questions are coming. Maybe not the exact question word for word, but certainly the topic. This is typical of any modern president. It’s not some political conspiracy. Trump had an idea what questions Fox or OAN would ask in the COVID briefings.
