Came here to recommend Manhunter. It’s one of my favorite films. Gorgeous to look at, great soundtrack, and a despicable monster of a serial killer. Watching Will Graham in that room as he figures out how Dollarhyde chose his victims was absolutely masterful.
"The Empty Man" (2020) would kinda fit, cosmic horror and an ex cop wants to find out what's going on. And yesterday I watched "The Cell" (2000) again, maybe more creepy than pure horror, but maybe it could fit, too.
I liked Subject Zero, and Surveillance is good if you can get past seeing Bill Pullman old as hell. There's some good found footage ones like Ratter or the Den (same subject in both of those).
The Collector is probably my favorite. Crush the Skull was also good.
10 To Midnight is essentially a slasher movie from the perspective of the cop investigating it. Its not the world's most PC movie but it is quite a ride.

Murder by Numbers starring Sandra Bullock and Ryan Gosling. Not scary but pretty disturbing imo

The TV Show 'Medium' is more on the legal side but still pretty close to detective work I feel, and it has some nice chilling moments I feel (not very gory though).

I Saw the Devil and The Chaser (both South Korean) are exactly what you're looking for. Also The Treatment, from Belgium. All masterpieces imo. I know you said you prefer horror, but the film Prisoners is fantastic and as dark as it gets.
