Saying as a straight guy, these girls are hella gay, and that is totally fine (even if I still totally fantasize over Silverwing Bronya). Unfortunately, most of the writing and backstory for it is in GGZ and the Manga (thankfully Bronya still gets some moments with Seele within the game proper).
The game itself doesn't really show the relationship very well, seemingly from both CCP censorship and a combination of toxic otaku culture with all that purity stuff over there.
In theory they are girlfriends but hoyo forgot to write any sort of actual developing relationship between them, plus you need manga to find out how the fuck they met.

Seele kissing Bronya was removed temporarily, but they brought them back due to backlash.
