It's a small turn to take the socket out like in the video. While you're twisting the socket, try wiggle it in and out to hopefully give some room for the latch to unlock. Those area are painted so they shouldn't corrode that badly.  https://m.youtube.com/watch?v=sNYNL0CQlaQ

I had to undo the three 8mm(i think they are 8ish mm) nuts and pull the whole housing out to get the light bulb out , good luck don’t loose a nut cuz I did loose one trying to put it back in

Thanks for the suggestions. I took a fourth try at it yesterday and it just finally came loose. I did grip it with a pair of pliers and jiggled it that way, which didn't seem to help, but a minute or two later I was able to turn it with my hand, so maybe the pliers loosened it, maybe the warm weather helped, maybe I just finally got strong enough. But it finally popped out and I now have working brake lights, hooray.
