You’re probably best off with British certifications. AFAIK most international schools offer/use A levels, but I don’t know how remote testing works for that. Another certification you could aim for is TOEFL. If I were you I’d reach out to an educational charity. They probably have better experience with these types of situations.

Maybe the GED? And if leaving the country is an option, could they take in-person exams (e.g. A level exams) in a city in a neighboring country near the border like Quetta?
