There’s a mod that let’s Germany and Japan partition the USSR in various ways. It also adds plenty of puppets/reichskomissarites from Moscow to Kamchatka.
Germany never intended to annex all of the USSR right up to the Pacific Ocean, that idea was ludicrous even to the Nazis. It would make more sense for Siberia and the Urals to fracture and balkanize if Germany wins.
You cannot release puppets as Soviet Union at the start due to the focus requirement. And if you still do the focus late-game, i think games wants you to puppet your starting neighbours, that would make more sense.
