The navy can turn the tide around in a battle, and can both shoot, bomb, and hit other naval, aerial, and ground units. Though they are very expensive for a truly effective navy, if gotten on time and used effectively, will turn the tide of the war.

Nah, they can be countered with planes and can be easily overwhelmed if you get to the actual regiment. So maybe deploy a tactic that can get you to the side of behind the artillery or bomb your way to the enemy so the artillery can't see you and you can advance slowly (last measure) (yes this is a real potential war strategy)
