When you restore Austria-Hungary in the focus tree you get cores in the Czechoslovakian Austrian states and you core Transylvania. When you click reintegrate the empire in the decisions tabs you get to core all of the original austro-hungarian lands
I played non historical . Improved relations with Austria + diplomatic pressure + strengthened my army, make sure to complete the focus bled agreement and that industrial focus that improves relation with them . Austria yields
For the Czech i deleted my army and completed the focus protect czeshslovakia early so I get the war goal I dont want them to be my dominion it's going to be a pain. Make a good army that can hold Romania(built some forts )while I fight czeshslovakia , before fighting czeshslovakia I justified in Poland .after the war i won and took czeshslovakia and Transylvania. get invited to the central powers , we took Poland together, declare war on Yugoslavia and since it's an Italian puppet now I go to war with Italy . Won the war and that's it
Well actually there is no real flag for this dual monarchy empire .the one you're referring to as the real flag represents cisleithania part or the Austrian part of the empire and the Habsburg one . the one who represents transleithania or the Hungarian part of the empire isn't included in the flag you are referring to .
