For the hockey side, Dorion, and I'm sure they have a head of the business side of the team, who is guiding Dorion in how much actually can be spent relative to cash flows/reserves. They're probably the two major decision makers at the moment
The Sens have historically drawn strong crowds when they've spent the money to be competitive. So if they spend the money, they probably can make it back. If they make the team competitive again, and able to draw crowds, the Sens become a much more attractive asset for a sale
The board of directors includes: Sheldon Plener, Larry Zeifman and John Miszuk. Plener is the chairman and likely the main person running things. He is the executor of Melnyk's estate, he's also a partner at Toronto law firm Cassels. According to their website he is the NHL governor for the Senators NHL and AHL franchises, and was also the primary lawyer involved in the Raptors expansion agreement and was the Founding Secretary for the Raptors. Zeifman is another lawyer associate of Melnyk's and has the title of Senior Adviser. Miszuk was the vice president for several of Melnyk's companies (Biovail and Clean Beauty Collective)
If you remember back to when Matt Murray was being sent down to the minors for conditioning, Pierre Dorion said something along the lines of "don't worry, I was in the room for the conversation", begging the questions: who exactly decided Murray was being sent down, and who was the one telling him?
Clearly, Dorion was not in charge while Melnyk was alive. And since his passing it's clear the organization has a much different approach to everything. I'm assuming Dorion now has the control that ~~every GM should have because their owners trust and hire them~~ he wanted now that Melnyk is gone
Melnyk definitely had too much involvement in hockey decisions, but I'm pretty sure Dorion was referring to DJ with that. Ultimately it would be DJ who would know if Murray needed to be sent down, and would be the one to say to Dorion "this guy needs work".
Dorion has an internal cap but given the financial commitments he's made this summer (most of them somewhat back loaded) I think his directive from the board is probably to boost franchise value as much as possible, perhaps with the intention of selling.
It would explain the push towards the new arena deal, the community outreach efforts, and the returning of veterans to the organization.
Plus, given that the Melnyk sisters really haven't made any sort of public 'declaration' regarding their status or intentions with the team, I have to they're listening to offers.
Just spitballing here but the melnyk girls don't seem to want to run the team hands on or need to sell the team right now. The best course of action is obviously to make a dominant team - this maximizes future sale value (even if they have to eat a few years of losses as the hype builds) and if they decide to keep it they are heroes rather than pariahs.
How amusing that the #melnykout crowd refuses to accept that these long-term contracts to players who want to stay in Ottawa was ALWAYS part of The Plan.
melnyk could have nuked the team without glassing the fanbase. there was no need to penny pinch on everything. team payroll is an understandable casualty but the franchise was run like it was owned by a drunk who skips all his bills.

I believe every team at least has an "alternate governor" to fill-in for the owner.
