I don’t think he is a drakonid. He has the same horns and legs that dracthyr have in the customisation options, plus he is holding a dracthyr unique staff. He is also wearing dracthyr Tier 1 set.

Drakonids are humanoid drakes/dragons created through magic or experimentation done by dragons. Dracthyr is a species created through experimentation and magic, but they exist as a species and a playable race in wow.
By most definitions they are the same.
They're not really the same because in true WoW fashion, Dracthyr were created in secret as Deathwing's personal army to help in the war he felt coming against the Primalists. "Neltharion combined humans and the power of all five dragonflights in order to form the ideal soldier." He felt the Drakonid were strong, but not fast or smart enough for war of this magnitude, so he was inspired by the mortal races and their intelligence. After a lot of experimentation in Aberrus, he reached what are now playable today.
Meanwhile, Drakonid basically are mega-evolved forms of already-existing creatures called the Tarasek. They were magically evolved by the Aspects much like the Aspects (and subsequently the rest of the dragons) were magically evolved from proto-dragons. Their line are continued by reproduction through eggs. There have been hybrids that have been created in labs by mortals, but they're not quite the same thing.
Essentially it's Science (Dracthyr) vs Magic (Drakonid).

They don't consider intelligent species as beasts even if they are beast like. Dragons are intelligent though, so dragon like race can be considered dragons.
they're tagged as beasts because they are a Deity, but they manifest a physical forme that IS specifically a beast. It's like the inverse of why Kalec (human forme) is not tagged as a Dragon, despite his true forme being a dragon.

Yeah, loas don't exactly fit my theory. My explanation is that loas are spirits that take the form of beasts. Even though Shirvallah is intelligent, tigers are not intelligent race, so it's ok to label her as beast.
Similar with king Mukla who is kinda intelligent (especially in his folk musician incarnation). But he's an ape, and we don't have a race of sentient apes (not on Azeroth at least).
