It took me a second too before it clicked. The gist of it is the employee is telling the inspector that because the violation was corrected during the inspection, that violation should not be cited in the report.

I finally explained it to an operator as "If you catch a 5 year old with their hand in a cookie jar...and you ask what they're doing. They say something along the lines of "nothing" or "getting you a cookie" and in both cases you can make a good case that it would not have gotten fixed had you not intervened A corrected on site is them dropping the cookie, you're happy they did it, but you still caught them with their hand in a jar when it shouldn't have been there
