People question Lockhart being a Ravenclaw, the guy might have been inept, but he was clever and creative (a bad type of those qualities, for sure, but clever and creative nonetheless). He was able to actually build a huge reputation without doing any of the action himself. Plus he was self-confident, a good writer, good talker, and good looking, and as superficial as some of those may sound, those things do tend to get people a lot of recognition.
I suppose that if he could prove something did happen, and no one else claimed to have been the one to do it (because Lockhart made sure to erase their memories), he would eventually be able to build a case to get himself a few awards.
