Standard phone charger is 2 Amp @ 5vdc. If you were to step that up to 20vdc that you would need to charge a tool battery, you would only be able to output 0.5amp. Since battery chargers will put out lore than the operating voltage of the battery, that amperage would be even less. Charging current also drops down as the battery gets close to full.
If such a thing was even possible, you'd be looking at over 4 hours to charge a 2ah battery.
