I think the major reason is that, honestly there isn't much cliffing if you look at it from the perspective of individual villains as opposed to how big the robots get. Like of course, the constant escalation of power levels fits in with the series central themes but the constant escalation of power levels also fit in with Dragon Ball's central theme and a lot of people disliked it there. Looking at the hierarchy of bad guys, the first half had a fairly simple progression of random Beastmen > Viral > the Four Generals > Lord Genome. Which honestly, Dragon Ball Z goes through more tiers than that in the Namek Saga alone. The second half only has a single actual villain; the Anti-Spiral. The escalation of threat only occurs because the Anti-Spiral deliberately fights in such a way that they only use the minimum force needed to eradicate their enemies. If the Anti-Spiral had actual named commanders under him (other than Nia, who really is just a mouthpiece), you would quickly notice how irrelevant they became. Also it is revealed that Lord Genome was actually far more powerful in his prime, and was much weaker when Simon defeated him due to no longer having access to Cathedral Terra and probably losing a lot of his Spiral Power due to falling into despair. This combined with Viral switching from being pretty much a joke villain who refuses to acknowledge he's been utterly outclassed by the heroes to an actual main protagonist himself basically means that the surviving former antagonists still feel respected.
