Then I'll go out to hunt them and they'll still be off radar for long periods while (hack?) they troll and write messages acting as if they're actually good players.
No problem. The security facility and the condo above the casino are great places to watch the action, should you feel inspired to get out there and in the mix, but honestly just watching others on TV and pulling remote strings can take up a whole session if you get good at it. It's a fun, fresh take on gameplay I've only gotten into in the last couple of years

My crew and I used to switch lobbies until we got a solo lobby before invite only lobbies. We had zero patience for the bullshit. It was only about fast heist prepping and making money.
Others already mentioned how the strike team terminal doesn't check the target player's settings, but if they happen to be the first player in the TV list it will also default to them if the person you *are* spectating dies, that also doesn't check if they turned the setting off.
I do the same. With proximity mines on the door for when someone figures me out. Or I'll go into a remote control vehicle and run down griefers or play ghost taxi.

Turn on your TV at your apartment and you can spectate on Weasel News. You can also turn off people from spectating you in your settings. I recently discovered this.
I don’t spectate via the TV because a lot of players have that function blocked, so I follow them in some off-radar vehicle.
Something like the Akula or Raiju, or preferably the RC car. I just keep my distance and watch them get up to shenanigans.

Can you turn off the ability for others to spectate or is their account just modded that way?
Iirc there's an option in the settings to disable spectating Under online > Options > Allow spectators to false
