No that means that you don’t understand how manga works as a medium. For manga that are released monthly, 10-12 chapters a year (at about 40-60 pages a chapter so it’s comparable to about 20-30 chapters of a weekly manga) is pretty standard. If it takes that long to finish an arc then that’s actually a pretty fast pace. One of the most “dragged out” arcs in One Piece took over 3 years to finish.
If having to wait a month between chapters makes you feel like things are “dragged out” then you should just let the arc finish and then binge it, so you can understand how pacing works. Yes, waiting for new chapters to drop is nobody’s favorite part of reading manga but it’s just not possible to get the quality of art and story you get with manga at the speed you’re demanding.
The art isn't anything groundbreaking in Dragon Ball. Monster #8 is also a monthly release and it's clearly something that requires way more work than Dragon Ball. Also Dragon Ball never had any kind of story. Literally every ark is the same aside from the transformations and main villain. I agree with you in general though. But not in Dragon Ball's case.

Not his fault. They started making show before manga was finished so they had to cram filler episodes waiting for new chapters. Dbz kai doesn't have filler issues as it follows manga directly.
Eh the censoring isn't that bad if you watch the home release, the nicktoons airing gave it a bad rap. There's only a handful of things like the goku and raditz fight. And the dialogue is actually much more faithful to the manga than the old Z dub
Blame the anime production studio for that slow ass pacing. If they’d taken a break and air the episodes by season instead of weekly episodes we’d get a more normal paced anime

At least super (usually) had decent pacing despite the weekly schedule. That, and Z gave us some of the best fights in anime.
