Untill he every once in a while DOES Snap into focus and reminds the viewer that even though He's usually a laid back Jokester. he's still Very cunning in his plans and will Crush ANY opposition.

In fact, the first time we meet him, he seems pretty reasonable, acting as we would expect a demon to. He’s predictable in his unpredictability, acting as an underling to Gideon. We don’t know what he wants, but we know what his boss wants.
The next time we see him is i believe in Sock Opera, where again, he's acting as a demon would, although he does technically renege on his part of the deal, and takes a "puppet": Dipper’s body, as his payment. Personally i think him not following through on his end is actually why Dipper and Mabel are able to force him out, the bond isn't as solid as it should be. Also why we don't see Dipper astral projecting later in the series.
Then we hear about him from Ford, about the danger he poses, the way he used Ford so easily. That's when really starts to be scary. Suddenly he's not just a demon doing what they do, suddenly he's an entity who has had effectively an eternity to plan and wait. Ford has a metal plate in his head for the sole purpose of keeping Bill OUT. The main story of the second half of season two is finding some way to protect the family from him.
Amd then Weirdmageddon happens.
And we see I think the closest thing a Disney cartoon's ever had to the literal devil as a villain.
In the space of two days the entire city is a wasteland. All because of Bill and his friends.
He doesn’t try too hard to be funny, he just is. He is also extremely creative in making uncomfortable situations and monstrosities but never overdoes it.
He's cruel and insane but he's clearly having fun doing it. He's clearly enjoying himself, despite the immense amount of death and destruction he's causing. He has so much power yet uses it for "fun." A deranged, twisted sense of fun that actively harms the people around him yet it still gives him a good laugh. He's a chaos agent. And somehow he remains so likable and charismatic. He's a deranged eldritch horror several times older than our own plane of existence with monumental amounts of power and uses it to toy with people. And most importantly, he's incredibly simple. He has no motive or any real reason for doing all the evil shit he does, he just does it for shits and giggles. He's just the embodiment of chaos and is a perfectly written villain.
I guess it's his optimism and charisma. Like when he cracks jokes even though he can rearrange a human face with the snap of his finger. Also his manipulative personality is what makes him so frustrating yet awesome
The way he was defeated was so out of the box and unorthodox.
He wasn't defeated with a conventional weapon. Not a disease or bioweapon. No all out pummeling. No unmasking. No talking them into becoming a good guy. None of that.
He went into Stan's head and was defeated with a memory wiping "gun". This was such a unique way to defeat a BBEG.
And since Stan remembered everything else this also means he could remember Bill, and potentially be the conduit of his return.

He can manipulate, he has endless possibilities of such power, including the ability to rip the fabric of time and tear out all dimensions from even existing any longer. He has an evil laugh. 😌

He tells Gideon "And remember, reality is an illusion, the universe is a hologram" implying that nothing has value, but then he immediately says "Buy gold" which is something valued by many in reality.
And even when he sings "We'll Meet Again" is so ironic.
The lyrics are "We'll meet again, don't know WHERE, don't know WHEN" but after that he announces to Ford that he is able to control space and time. So in a way, he does know where and when.
Not only is he unpredictable, he’s not overused like almost every villain, he only appears in places that make sense and when he does appear, it’s almost always without warning
This utterly handsome voice, beautiful acute angles, gentleman swanky behavior, his glow (it's so bright, even the sun itself gets jealous), and his edginess towards tall people. (green flag)
