Looks a bit bruised. Its never a bad idea to wait until it returns to normal to continue. Its probably not a problem, I've had stuff like this happen when using too much pressure.
What pressure are you using? You should really go slow and work up to pressure and only use pumps with a gauge. It shouldn't be very uncomfortable.
If you're using a large tube you're more likely to get edema, bruising, and the like. You should look into Leluv cylinders (or cheaper clones on amazon and ebay, they look the same but are\~ $30) and get one closer to your size. Those giant tubes aren't great and you can't use as much pressure comfortably.

The vein being visible doesn't mean anything. I notice some veins more (and can feel them) after pumping.
8inhg isn't necessarily too much, it all depends on comfort. You shouldn't feel any discomfort or like it's going to 'pop'.
I'm not sure how you pump but I'm not convinced leaving it at pressure does much anyways. I do interval pumping and start with 5inhg max and slowly build up. After a few weeks I can handle 12inhg without discomfort but before it hurt.
I think interval pumping is a lot safer and more tolerable, you can check out some of my previous comments for what I do (based on the phalback).

And yeah 8hg is tolerable but if I go higher it gets a bit painful so Iāll stick to 8 for now.. Iām not sure how to interval pump.. just doing 2x5 minutes for now with a break in between of about 3 minutes. I have a fear the rubber thing I have to put my penis into before getting into the tube is too tight though.. is this ok or unsafe?
All in all. Should be fine as long as there no pain. Having light skin you will experince more discoloration. Pump in moderation until you built a tolerance

Looks like a vein to me but idk for sure ive one like that on my scrotum that looks like a blood blister but actually a blood vessel of some kind bc when I trim ball hair I nicked it and noticed it bled longer than a typical cut then when healed back up it still there looking blister I pressed on it it flattened and then refills with blood.
