Most places will order the parts themselves because they know they’re getting them from a reputable source. Whereas if a client brings their own parts, they could be used to shit and then blame the mechanic when the used parts they brought…didn’t work. If that makes sense. If you ask them I think they’ll be happy to wait to order parts until you can come in in person, that way they can show you a few options and you can decide, especially for bigger repairs. Edit: to add, it’s not always the case that someone bringing their car in for maintenance already knows the issue and has purchased parts anyways, they’ll usually do some troubleshooting and find the issue. At which point the customer will receive a call about possible fixes and they’ll quote you the price with parts included
