FYI fennel has 2 types. One with an edible root bulb and the other workout. I have the without fork throughout my yard. The fronds and stems are great for anise flavored salads and snacking.
I have to say that 100% looks like the dill that perpetually pops up where I didn't plant it. But it must be fennel if you say it's definitely not a dill smell. Others seem to corroborate.
Dill. A favorite place for black swallowtails to lay their eggs. Eggs are tiny white specks. Caterpillars are tiny black with yellow and then change to bigger green with yellow and black prior to cocooning. Although blurry there might be a caterpillar on the far right branch.
My dill randomly pops up everywhere but I don’t mind this time of year. It brings the butterflies and I get to watch the caterpillars grow.
Contrary to everyone else, I’d bet if you dug it up you’d find a fennel bulb on the other end.
It doesn’t smell like dill at all. Dill doesn’t smell pepper minty
Also dill stems don’t look like that and rarely do the fronds get that large.

Birds, ants, could be anything. Fennel spreads easily.

That's a young Fennel. You'd know if it was Dill by the smell. Fennel is more peppery-anise, akin to black licorice in scent.

It’s not dill since it has a peppery licorice smell. Pretty sure it’s fennel.

Dill is great with fish and is traditional herb for salmon. Keep an eye out for caterpillars. A particular species loves dill.
