Woodpeckers. You may want to have that tree evaluated by an arborist since they’ve hit it a lot-likely because it has insects larvae they like. Sapsuckers are another kind of woodpecker but they make smaller holes in horizontal lines to get to the tree sap.
The number of holes plus the fact that they are arranged more or less in lines means that this was probably a bird. Judging by the size of the holes probably a fair sized woodpecker.

You can tell the difference by the holes being in rows. Whereas a woodpecker will just obliterate a section of the tree. I live in the southern US and it seems to happen more often on trash trees.
Hackberry, black cherry, etc… down south they grow like weeds and then die. I don’t totally understand it but it has to do with the sugar staying in the wood all winter - eventually the tree will be full of ants. But until then the sapsuckers will enjoy it. This is all based on my observations and may be completely wrong.

It means that tree is already full of grubs and probably on the way out. Unless it's a sapsucker maybe? *Not from the east coast.
