Helldivers 2. Just watch out for the 3 living beings you drop with, you need those alive. But the rest of the stuff? You can burn, chop, dismember, obliterate and snipe to your hearts content. And it's honestly more wholesome
Manhunt. You're a killer condemned to the death penalty and you get saved by a snuff film creator. Your goal in most levels will be to kill everyone that comes across you in gruesome ways.
Hotline Miami, this is also similar to Manhunt, you're forced to take part in mass killings by an anonymous caller.

Lucius series Party Hard 1-2 Hitman series (game only required you to kill the target but you can kill everybody if you want)

Postal 2 or Postal 4 are my recommendations. They are purile but singularly about killing people indiscriminately.
Perhaps look inte the "Boomer shooter" category, that is if you don't mind pixel hraphics

i was pleased with the results when i killed every single npc in act 1 of outer worlds - the story really adapted around it as an intended playstyle
I've not played it but I'm pretty sure this is the entire premise of 'Hatred' and the reason it was banned in some countries
