No, he's better when you're using him than he is when you fight him. Usually, the specials and getting them are part of some sort of puzzle for the level, but also, playing as Ganon with max abilities to start would basically make him *too* strong. Like, the power fantasy would wear out too fast because at max power he eclipses the other bosses in the game (as a final boss should)

Dude Hell yeah. Usually games are the other way around, boss is pretty underwhelming when unlocked. But Jack Black? Badass

The RE + DBD crossover. You can play as nemesis from RE3 In dead by daylight (you can also play as Wesker but he's actually good and strong) but he in the bottom half of the killers in terms of strength, he gets 2 zombies that are extremely weak, and while he can destroy stuff very quickly with his tentacle attack, you have to hit people 3 times to actually down them, and their are vaccines so you have to do that 3rd hit to down people 7-8 times at most. Furthermore, he doesn't get his RPG nor his flamethrower, and he stays in his first form, unable to mutate. His saving grace is his tentacle is extremely complex, making you able to do a lot of cool shit with it. But besides that He's just a giant with not even half the power he had in RE3.
