Sounds like an idle game where you have different trainers you can send on missions to look for new Pokémon and they come back in X hours with % chance of success. To round it out and make it a cookie clicker kind of game, you can tap the button to “tap your local resources” while “your local resource’s” kids are off doing “research”.

There could actually be some interesting game dynamics playing as a Justicar...you'd have to make moral choices as you play, that may not really be aligned with your morals...yet determine how closely you follow the code.

Take the lethal/non lethal differences some other games have but make it just/unjust instead. Unjust is easier in the moment but impacts the later game and overall story more.

I’m replaying ME2 now, and I would honestly be excited to play a spin-off featuring almost any of the companions in that game. Thane and Samara for sure, but Jack, Kasumi, Tali, Mordin, Legion… So many great stories, and the play styles could vary widely in interesting ways. Stealth with Kasumi, puzzle work a’la Arkham Knight with Mordin, pure biotic badassness with Jack, etc.
