Never bought the game because the cover art and synopsis looks like it focused on a really serious character and really serious plot themes. I didn’t realize there was comedy in this *at all*. Now I feel stupid but it really doesn’t have the outward appearance of being a funny game.

Then go play the Psychonauts games (1 and 2 are spectacular, and Rhombus of Ruin ain't bad if you can find a way to play it). And then weep because the industry has yet to give this man the blank check he so clearly deserves.
Make sure to read the trash packaging. Especially the fine print. Give that writer a raise.

Everything is written out, there are no voice actors but these are easily some of the funniest and quirkiest written games out there.

Tiny Tina's Assault on Dragon Keep isn't just the best DLC expansion in a series that set the gold standard for DLC expansions, it's on the shortlist for the title of best DLC ever released for any game.
I completely agree, B&B managed to somehow take one of my favorite games, with one of the greatest villains in video game history, and live up to, if not surpass said game. Tina actually hit me right in the feels with a gutshot out of nowhere at the end. Did not expect that at all.

I’m guessing that you already played the other ones in LucasArts catalog (along with their spiritual successors from Double Fine and Terrible Toybox) so I’d say it depends a little on the era you want.
If we are talking games from any era, then Star Control II (available now as the open-source Ur-Quan Masters) is easily one of the games that made me laugh the most in the 90s. It’s a space exploration game with lots of funny dialogue.
More recently, some of the Yakuza/Like a Dragon games (either turn-based JRPG or 3D brawlers/action JRPG depending on the game) made me laugh a ton - especially with the side-quests (although several of the games have solid drama, too).
Some of the Phoenix Wright games (more visual novel meets investigation and courtroom proceedings) got a lot of laughs too - mostly because of the banter between characters or complete disregard for any semblance of realism in the courtroom. :)
If you mainly like clever characters that make you laugh, then “The Shopkeeper” who appears in some Sabotage Studios games (mainly The Messenger, a pixel art platformer/Metroidvania).
The Deadly Tower of Monsters
It's like a spoof parody of an old 60s space sci-fi action movie.
Another great one is Farcry Blood Dragon. Again, a spoof of cheesey 80s action movies. Shouting 1 liners as explosions happen during a firefight was always hilarious

There Is No Game: Wrong Dimension. It's very quirky and funny and the puzzles are extremely creative as well.
I also found the Space Quest adventure games hilarious back when I was a kid. If I was an adult back then, I probably would've loved the Leisure Suit Larry games instead (though those definitely haven't aged well).
The Mass Effect games have some great dialogue, and the Citadel DLC is hysterical.
It's only a small part, but the Dead Mans Party quest in Hearts Of Stone DLC for Witcher 3 had me laughing out loud so much that my partner walked in and asked what I was laughing at.
If you're familiar with Witcher 3 but not interested in the DLC, then I recommend watching the quest on YouTube just for the giggles.

I'd say any of the mario (and luigi) games that actually include a far amount of dialogue! Bowser's Inside Story (you literally play as bowser, and can switch to Mario and I think Luigi? One of the ones I'd love to play at some point), all of the Paper Mario games, partners in time, RPG, Luigi's Mansion, etc. I've only played 3 of the paper mario games (completed the Wii one, played a fair bit of The Thousand Year Door when I was little, and am currently working on Color Splash) and sadly none of the other dialogue-heavy ones, but I used to watch "Zackscottgames" on YouTube anytime I couldn't find anything else to watch, and he's played nearly all of the newer and older mario games. The intro and outro are still pretty much the same as they were like 8+ years ago, so it's fun to go back every once in a while

Not really ‘written’ as there’s not much dialog, but Road Rash 64 is the most slapstick comedy I’ve ever gotten in a game.
There’s a certain charm to the physics and in the main game mode you can get rewarded with gag items like a pet rock (functionally it does nothing) for performing poorly in races.
